Energy Assessors Commercial Property Buildings Inspectors EPC DEC Energy Performance Certificates

Commercial Property Energy Performance Certificates, Energy Assessment of Industrial Buildings, Public Buildings and Institutions and the introduction of DEC Display Energy Certificates, Energy Performance Certificate providers of Commercial EPC, Energy efficiency, buildings inspection by an accredited Energy Assessor, using RdSAP & SAP assessment procedures will commence from 6 April 2008.

After this deadline any commercial property which is placed on the property market for sale or rent in England and Wales requires an energy inspection by an authorised Energy Assessor and an Energy Performance Certificate (Commercial EPC) obtained.

For public buildings a DEC - Display Energy Certificate must be obtained, in addition, for all buildings subject to rental, or lease, Air Conditioning Inspection is required and a survey of boiler and heating controls undertaken by qualified engineers for the completion of an advisory report.

Commercial Buildings Energy Performance Certificates EPCs and providers of energy assessment will be required for all other properties in the future including energy certificates for Social Housing inspection and Rental Property sectors. These will be issued by a SAP Assessor for existing buildings and also New Build residential property. Assessors will also inspect air conditioning systems where they are installed. What Energy Assessor Do I Need for my Building?

There are a number of assessors who have specialised knowledge for each area of energy inspection techniques, dependent on the type of use and the facilities within the building, each assessor's scope of energy assessment is summarised as follows:

On-Construction Domestic Energy Assessor (OCDEA)
An energy assessor who is qualified and accredited to calculate energy ratings for New Build Homes (Dwellings). SAP (standard assessment procedure), is the approved method and software for producing on-construction EPCs off plan.

Commercial (Non-Domestic) Energy Assessor (CEA)
An energy assessor who is qualified and accredited to calculate energy ratings whether working off plan or using data collected from the building. This inspector is commissioned if you require an energy inspection for on construction, and sale or rent of all commercial (non-domestic) buildings.

There are three different levels of competence of commercial energy assessor (CEA):

Level 5 - uses dynamic simulation modelling (DSM) software to produce EPCs for very complex buildings, including those with large amounts of glass and those which are curved
Level 4 - uses SBEM (Simplified Building Energy Model) software to produce EPCs for complex buildings without those special features listed above.
Level 3 - uses SBEM (Simplified Building Energy Model) software to produce EPCs for simple buildings

Operational Ratings Assessor (ORA) (Production of Display Energy Certificates)
An energy assessor who is qualified and accredited to calculate energy ratings and issue Display Energy Certificates (DEC) for public buildings.

Air Conditioning System Energy Assessor (ACSEA)
An energy assessor who is qualified and accredited to calculate energy ratings and provide reports for air conditioning systems, there are 2 levels of competence for such systems:

Level 4 - for inspection of complex/central air conditioning systems
Level 3 - for inspection of simple/packaged air conditioning systems

Domestic Energy Assessor (DEA) - Existing Buildings
An energy assessor who is qualified and accredited to calculate energy ratings and issue Energy Performance Certificates (EPC) for existing Homes and Dwellings.

Refer to the flowchart given here, property managers, landlords and facilities managers are required to start collecting information for energy usage of buildings now, prior to the introduction of the new legislation.

There are penalties for owners of buildings who do not possess an advisory report.

A display energy certificate can only be issued by an accredited commercial energy assessor. If your property requires a DEC you must instruct an approved assessor to survey the building to determine the energy rating. In addition, if the building you occupy has an air conditioning system this is required to be inspected by a competent energy assessor.
